Minister of National Education, Higher Education, training managers and scientific research, Ahmed Akhchichen presided on Thursday at the headquarters of the wilaya in Kenitra, accompanied by the Wali of Gharb region Chrarda Beni Hssen and governor of the province of Kenitra, Ahmed Moussaoui and governors of the provinces of Sidi Slimane and Sidi Kacem, the 10th session of the Board of Directors of the Regional Academy of Education and Training ( AREF) Gharb Chrarda Beni Hssen.


The minister recalled that occasion that his department has put in place under the second year of the emergency program, a plan of action to consolidate the gains, while accelerating the pace of achievements. In this regard, the Minister stressed the need for each institution have its own emergency program's approach "school project" Educational Administration and a skilled, motivated and equipped with all necessary means and enjoying margins of action and initiative and financial resources mobilized according to the priorities of its educational project. The creation of the school tomorrow, he says, is a collective responsibility that requires a total membership of administrative and educational and mobilization of all stakeholders, including local communities. He also called for more support and mobilization around the school according to plans and participatory integrated leveraging interventions and programs of the various partners. He reminded that effect the framework agreement concluded between the Ministries of Interior and Education, for its part, the Director of AREF, Abdellatif Youssoufi, presented the results of the emergency program in the region under the 2009-2010 year, particularly in terms of spread of primary schooling and strengthening the school offers. At the primary level, the region has 365 institutions with the creation of a new school and expansion of 17 others. The number of colleges reached 84 institutions which 2 were newly created and expanded 4 others. At high schools, the number is 39 institutions with the creation of 2 new schools and expansion of another facility.

Regarding enrollment rate for the year 2009/2010, the children from June to November years reached 92.7% for boys and 92.3% for girls. Those 12 to 14 years the rate is about 65.5% in respect of boys and 59% for girls. Regarding the age group 15-17 years the rate for boys was 40.9% while for girls it is only 35.8%. Regarding the success rate, it is 85% for the sixth level of primary education, with a change of 3% compared with 2008% 2009, 48% for the level of the third year of college, with an evolution 3% and 50% for the second year of a bachelor, with a change of 5% over the previous year. Efforts have been also made to further reduce rates of repetition and school dropout. At the 6th of the primary rate is 5.36% with a decrease - 4% from the year 2008/2009 of 39.02% for the level of the third year of college with a decline of -3% and 39.82% for the second year of a bachelor, with a slight drop - 0.8%. In terms of attrition, at the 6th primary, the rate is 8.2% with a decrease of - 1.02% compared to the year 2008/2009 of 11.97% for level the third year of college, with a decrease of -1.01% and 10.18% for the second year of a bachelor, with a decrease of -4.20%.




Multiple partnership agreements


The director of the regional academy, on the other hand, evoked the atmosphere of trust between the Academy and other partners by referring to multiple partnership agreements with various bodies and institutions to improve academic performance. He also mentioned the various projects under the regional emergency program. He cited in this regard, the choice of AREF Gharb Chrarda Beni region as Hssen Pilot projects of national dimension, the expansion of educational offerings, the actual implementation of compulsory education until the age of 15 years, the fight against the harmful effects of floods, encouragement and encouraging the spirit of initiative and excellence at the second cycle of secondary education ...



Highlights: Human and material resources
During discussions, most speakers welcomed the efforts of the regional academy while calling for greater efforts to improve school conditions and to provide facilities of human and material resources.
Following the work of the board, was taken to signing a partnership agreement between the AREF Gharb Chrarda Beni Hssen and the chamber of crafts of the provinces of Kenitra, Sidi Slimane and Sidi Kacem.
